As you said the issue seems to be fixed a repair, do you mean the repair of the office suit? If yes, it may be a pure client issue. And this issue is not related to patches. We've ran quick repairs, online repairs, and full uninstall and reinstalls from the 365 portal. This is not isolated to one department, one OU, nor one set of hardware. It's completely random. When I encountered the issue, Outlook and Skype were running at around 150M each, Task Manager was responding. It seemed specific to the Office suite and resolved after about 10 minutes. Others have reported not being so lucky. We've had about a dozen reports of this same issue over the past few weeks.
Our hardware guys have been scrambling to figure out what might be going on. We are suspecting a KB update may be the root cause as purplegold stated because these issues did not occur to this severity before we performed windows patches.

You can only check on Skype that the person is online or offline right now, first of all make sure that the person has already accepted your contact request.
